1. Sprinkle pepper on both sides of flank steak.
2. Place on grill over medium heat.
3. Grill about 10 minutes, turning once, to desired doneness.
4. Thinly slice meat across the grain.
5. Grill or toast bread slices.
6. In small bowl, combine mayonnaise, salsa, onion, and cilantro.
7. Spread this mixture on each of the bread slices.
8. Top with iceberg lettuce, or the lettuce of your choice, and the steak slices.
