1. Heat oil in a large nonstick skillet over medium heat until the oil shimmers.
2. Add the onion and red bell pepper and cook, stirring frequently, until vegetables are frim and tender, about 5-7 minutes.
3. Add garlic and cook, stirring for 1 minute more.
4. Remove stems from the Portabella Mushrooms.
5. Save the stems to make a delicious vegetable broth.
6. Push the onion and red pepper to one side of the skillet and place the mushroom caps, right side up, in the skillet.
7. Drizzle soy sauce over the mushroom caps and reduce heat to low.
8. Cook the mushrooms for 2 to 3 minutes.
9. Turn and cook mushrooms; covered, for an additional 2 to 3 minutes.
10. To serve, place a mushroom cap on each of the 4 slices of bread.
11. Top each with the onion mixture.
12. Sprinkle with parsley and top with remaining slices of bread.
