Preheat oven to 375°F / 190°C

Mix together rolled oats, flour, baking soda and salt. Cut in shortening until mixture resembles fine crumbs. Add water, 1 tablespoon at a time, until it forms a stiff dough. You may need to add as much as 3 tablespoons of water.

Roll until 1/8 inch thick on lightly floured surface. Cut into 2 inch rounds or squares. Place on ungreased cookie sheet and bake at 375°F until they just start to brown, 12 to 15 minutes.

These are traditional served with Cock-a-Leekie soup.
